The commemorative coin celebrates the shah, a currency that circulated in the times of the Ukrainian People’s Republic. The shah was equivalent to 1/100 of the hryvnia and was issued in the form of postage stamps with denominations of 10, 20, 30, 40, and 50 shahs. Shahs were initially conceived as postage stamps only. In the times of the Central Council, however, Ukraine was suffering a shortage of small change, the need for which was growing by the month. On 18 April 1918, the Central Council enacted a law that authorized the issuance of shahs in the form of postage stamps that were to be used as coins.
